Key to Cobalt Scar (Sky Shrine quest to get Cobalt Scar key)
In order to pass beyond Skyshrine, the Dragons of the Claws of Veeshan demand that you prove your loyalty to them by performing a small task.
Sentry Enots sends you to see Ziglark, the herald. You are then told that he has not heard from his spy in Kael Drakkal for some time and that he needs you to deliver his payment (200pp) and a note to their spy.
The spy, named Wenglawks Kkeak, can be found in Kael Drakkal (near the lesser nobles building across from the bank). Take 200 pp and the note you received from Ziglark to him and Wenglawks will give you "the information your employer has requested".
Return this information to Ziglark for a "Shrine Key".
You must be warmly or higher with Claws of Veeshan to complete the quest.
There are 3 parts to this quest. Getting the note from Ziglark in Skyshrine, Giving the note and 200 pp to Wenglawks in Kael, and turning the note Wenglawks gives you back to Ziglark.
First, getting to Ziglark. Boloc posted a good guide for getting to him, here it is:
Zone in and go through the gate. At the T make a left. Follow that around and take your next left. Now you are at another T. Go right and follow that around take your next left.
After turning left you will come into the portal room for cobalt scar. It is a very large room with a statue in the middle of it (clicking the statue gets you to CS when you get the key).
Go straight across to the other side and go through the gate. Take your first right and go back to the second room. Ziglark will be on your left in the corner.
Talk to the guard to Ziglark's right first. He tells you to talk to the commander. Hail Ziglark. The lines you need to use are: "/say I am worthy" and "/say I will deliver payment". Ziglark will then give you a note for Wenglawks.
As a point of interest, it is not easy to follow the text and figure out what Ziglark wants you to say. Many people have spent 30-45 minutes trying various combinations.
Second, you go to Kael with the note and 200 pp. To find Wenglawks, from the WL zone, follow the zone in (invis obviously) to the set of stairs. Normally when running through Kael you will turn left at the top of the stairs and follow the right wall to another tunnel that will lead you eventually out to EW. To find the building Wenglawks in is, you follow the right wall, but once you get to the tunnel, turn around and you are facing the building he is in. There are two doors to the building. Inside are 3-4 Storm and Frost giants and another door. Wenglawks is in the next room, with a high level (red con to level 51) Storm giant wizard named Noble Helssen. Wenglawks is an indifferent con; however don’t let that fool you. Helssen is staring right at Wenglawks, so any attempt at doing the turn in gets immediate agro from Helssen and then Wenglawks picks up the sympathetic agro and they both try to kill you. I had read that if someone with good Kael faction hails Helssen he will turn away and you can do the turn in, but when I rolled a level 1 Ogre warrior on Rallos Zek faction who has dubious faction, hailing Noble Helssen got a response, but he never turned to face me. So I recommend waiting for Wenglawks to wander out of the building.
Now this is where being a bard is a HUGE advantage over everyone else. Once we start our invis song, we can remain invisible pretty much indefinitely, where other classes always have to worry about the song or potion wearing off. At least once a game week, Wenglawks leaves his spot and walks down the hallway (mentioned earlier) toward EW. At the end of the hallway (where there are another set of stairs) he turns left, and goes to the merchant building there. He talks with the merchants, stands with them a few minutes, and then runs into the wall for bit and warps back to his regular spot. With my experiences, the time of his ‘wandering’ is at 11:00 pm game time, but the day of the week varies. The first time I witnessed this was on a Wednesday (game time) and the day I did my turn in, it was a Monday, but both times it was at 11:00 pm. It is my theory that with each server reset (patch, etc.) the day is reset, but then it follows a once a week pattern until the next server reset. I never tired charming him, but I know he can be charmed, so that may be an option. Be aware that when you do the turn in, he keeps walking, so stay with him or the trade window will close before you can get the note and 200 pp in it. Once you have done that, make sure your invis pulses again and then you are off to Skyshrine.
Third, take the note you get from Wenglawks, give it to Ziglark and get the key! Here is what he says: 'I appear to have mistaken your declaration of worth as a phony attempt at bravado, and do apologize. You have truly proven yourself worthy of the shrine, and in short order as well. For your troubles, and as a token of your worth to the shrine, I grant you this key to traverse into the lands of the Cobalt Scar. Praise be with you and good journeys always.’
The key gets put on your key ring, so you can destroy it, or put it in your bank (I have mine in the bank, just because I don’t want a bug to make me do the quest again).
Alternate:
Killing Ziglark also yields the key but he is in a room with a bunch of other mobs, so lull and a good escape plan is needed. Since the change he is seems to now be level 45-48 (green to a level 63, was blue to me at 49). People have reported the faction hit isn’t that bad, and others have used lull on all the mobs along the way, pulling Ziglark solo to the WL zone line area to kill him. I am not in a guild and didn’t want to bother my friends, so I didn’t attempt this.
