Just an FYI this works for DoN Progression as well. You can not CCC any of the named mission givers but there are Guards(For Dark Reign it is the Skelies just outside the tunnel, Dark Reign Guards). Using CCC on them bumped up my faction enough to give me the next set of Missions.
